Implementation Plan for the “Three Initiatives” in Raw Materials Industry Issued: Strengthening R&D and Application of High-Quality Green and Low-Carbon Materials Including Biodegradable Plastics and Bio-based Materials
On September 15, the Ministry of Industry and Information Technology, the State-owned Assets Supervision and Administration Commission of the State Council, the State Administration for Market Regulation, and the National Intellectual Property Administration jointly issued the Implementation Plan for the “Three Initiatives” in the Raw Materials Industry, aiming to develop green and low-carbon products. Focusing on sectors such as petrochemicals, steel, nonferrous metals, and building materials, the plan promotes energy conservation, carbon reduction, and green transformation and upgrading. It seeks to gradually reduce the unit energy consumption and carbon emissions of raw material products. Research and application of high-quality green and low-carbon materials such as biodegradable plastics and bio-based materials will be strengthened. Carbon capture technologies including oxygen-enriched combustion, membrane separation, and direct air capture will be vigorously developed to expand the supply of low-carbon and zero-carbon products. Strengthen the implementation of green product evaluation standards, establish a full-life-cycle carbon emissions database for key products, and explore incorporating raw material product carbon footprint indicators into the evaluation system. Release a catalog of technologies and products encouraged for promotion and application in the green and low-carbon direction, accelerating the R&D and application of green products such as recycling and low-carbon environmental protection. Accelerate the construction of a unified green product standard, certification, and labeling system, guiding leading enterprises with ecological dominance to build green product supply chain systems, creating and stimulating green consumption.
